Garmin to make Android phone in 2009

Even before they have launched their Nuvifone, the rumor is that Garmin also join other phone manufacturers who have commited to making Android based phones.
Are they already planning for Nuvifone failure? If they were confident that this will be the true iPhone Killer, why would they need to move to Android based phone? Or, is it possible that they’ve finalized realized how complicated the phone software can be?
